A Creep in the Classroom

KCRA.com reported that Shane Vicars, an after-school program teacher and mentor to young children, finds himself in custody after being arrested Wednesday, January 14th on suspicion of more than 15 counts of lewd acts and child annoyance.

A credentialed child development teacher operating with the San Juan Unified School District in Sacramento County, Vicars is said to have victimized program participants ranging in age from 7 to 11 years old. Detectives with the Sacramento Sheriff’s Department were also said to believe that “there’s a high probability that there are other victims.”

Vicars, 25, had begun work in 2008 at Sierra Oaks Elementary assisting students with their studies before and after school. Although the background check portion of his application had come back clean, parents began noticing an unusual behavioral pattern with Vicars and his young charges. 

Collie Christensen is a parent whose children are students at Sierra. Oaks said that Vicars often would spend free time playing with his sons between work shifts as well as on the weekends.

He stated, “I was 25 once and my idea of a good time wasn’t hanging out with 5 and 10 year old boys”

The consensus among concerned parents was that the situation was getting a little too creepy to tolerate and decided that tactful action was required.

Christensen said, “My wife and I talked about it and started talking to some other parents…my wife wrote a very nice letter to the school superintendant, to the principal, to the head of the Discovery Club.”

However, at the time of the KCRA.com report, the school wouldn’t acknowledge it had ever received a letter alerting them of Vicars’ inappropriate behavior, stating it was a “personal matter.”

Trent Allen, Director of Communication for the San Juan Unified School District, said that if a letter had been received concerning that level of misconduct, a prompt and immediate investigation would have been initiated.

 However, Allen has stated the district is prepared to cooperate with the authorities.  “It’s a criminal investigation. We’re assisting the Sacramento Sheriff’s Department as needed.” 

Collie Christensen is one of many parents who feel it shouldn’t even have come to this point: “The fact that the school district knew something and didn’t do anything about it and now he’s been arrested, shame on them.”

Despite Vicars having passed his background check, there seems to have been way too many signs this individual was not fit to interact with young children. A thorough and ongoing investigation will no doubt provide the answers many parents are seeking. Even if the San Juan School District is vindicated of any negligence, it needs to carefully reevaluate the way it responds to future parental complaints or suspicions concerning creeps in the classroom.

    Wow, I’d be suprised if there isn’t a lawsuit regarding this especially if there’s some proof the District was made aware of this yet nothing was done for so long. It’s insulting that they termed it as a “personal matter” when the kids the district is in charge of are being victimized

    That is so creepy! Well if he gets charged and found guilty on this stuff his background won’t be clean. I think they should have done references to get a better picture of who they were hiring.

    This school is located near my home. I was surprised to hear this because this school is one of the best public schools in Sacramento CA. It just goes to show you that we need tighter background checks or this is the outcome. I heard on the news that parents complained about this guy previously and they did nothing.

    Even if someone’s background is ‘clear’, you should still regard new employees working in sensitive areas (i.e. with children) with caution. Allow them to build trust, have policies in place prohibiting contact with these children outside of their job, make them work in groups, don’t allow them to be unsupervised, etc. Background Checks are an important tool which should always be used, but they can’t replace common sense and appropriate safety policies.

    Wow, hats off to the parents who notices this guy’s creepy ways. A 25 year old playing with 5-10 year old children on off time and weekends is not common. When I was in school, given was a while ago, teachers/staff had to make the parents and school aware of any after school activities. My parents even had to sign a permission slip. This comes to show you should never be too trusting of anyone.

    Sad to hear there was a lack of response from the school after parents attempted to notify them. What a creep-o. I guess it’s always a good idea for the parents to go face-to-face with a school supervisor to address these legitimate concerns.

  7. This story is a bit disturbing. I am glad they have arrested this perv and that going forward there will be a record that can be used to screen him out of any future jobs involving children. The worst part of this story for me though is that fact that allegedly parents contacted the school and the school sat on their laurels until the problem got to this level. In high school we had a teacher that was let go for lewd contact only to see him hired back later in a different department. sometimes I questions the judgment of school superintendents when it comes to approaching these matters. “Oh no, he’s a good guy, we have lunch everyday and occasionally get beers after work, I am just going to ignore these complaints until people stop protesting. It will all blow over and i won’t have to fire him” jeez.

    Wow, it seems there’s at least one story like this in the news once a week. There are a lot of sick individuals out there. Schools need to go the extra mile by not only doing background checks on its staff, but to also do character checks and behavior monitoring.
